A report on the military installations at Kowloon, specifically regarding barracks, hospitals, and batteries or forts, is required. His Excellency is unable to collect this information without the papers recommended in your letter of the 26th ult., which are herewith returned.
I am to remark that Mr. M. O. is concerned (see 5947). In addition to the barracks, hospital, and parade ground, a battery or fort is erected.
From a commercial point of view, Kowloon will be an important location. Under these circumstances, it appears to me that one important consideration has been entirely overlooked by Mr. M. O. in his communications - finding the funds for discharging the proprietary claims.
The territory contains realty valued at $10,000.
